Presign an issue comment file upload
POST
The first step of posting a comment with files: PUT each file to its URL, then post the comment with their fileKeys. At most 25 MB a file. 409 on a deleted issue.
Who may call it: Anyone on the project whose permission profile allows issue.create. API keys: yes, given issue.create for this project.
