Edit an issue comment

Replaces the text of the caller's own comment and marks it edited; anyone else's is a 403. Only people it mentions for the first time are notified. 409 on a deleted issue.
Who may call it: Anyone on the project whose permission profile allows issue.create. API keys: yes, given issue.create for this project.
