The address to write to when signing in is not possible any other way, for example without the two-factor device, the mailbox and the recovery codes. Answered only to a sign-in waiting for its second factor (the cookie a correct password sets when two-factor is on); otherwise, and when the deployment sets none, email is null. Needs no session.
Who may call it: Anyone; no session needed.
